Third Page - Draft Outline for Recreation and Park Coordination Report <br /> servicing jurisdiction : Maintaining certain programs historically <br /> identified with individual jurisdictions is considered important, i . e . July <br /> 4th Celebration, Apple Chill , Hog Day , etc . This would have to be <br /> agreed upon up front . <br /> III . School/Park Coordination <br /> This section will continue to support the concept of school/park development <br /> on existing and future sites . Both the city and county school boards have <br /> supported this concept by resolution . An action plan should be developed to <br /> formalize this consideration . Committees could be established using Wake <br /> County ' s School/Park Program as a model . Ajoint committee should be <br /> empowered to make recommendations about present school properties , <br /> opening all facilities to the public during non- school hours as stipulated in <br /> North Carolina ' s Community Schools Act, and acting as an integral part of <br /> planning for and acquisition of any and all future school sites . <br /> Since the goals of a committee or committees are the same , a School/Park <br /> Model should include both school systems under the same "umbrella" or <br /> committee to maximize efficiency and effectiveness of this program . This <br /> would aid in decreasing any administrative burden on the two school systems <br /> while encouraging both systems to act in unison when considering any <br /> school/park related issues . <br /> IV . Recommendations <br /> This section provides an area for the Chief Executive Officers to make a <br /> consolidated recommendation if so desired . Specific areas for <br /> recommendation are as follows : <br /> A . Recommend the level for joint capital planning and coordinated <br /> operations for recreation and parks services in Orange County . Please <br /> see Section II A, B and C for descriptions of levels . An analysis <br /> should be provided on whether this recommended level has potential to <br /> reduce long-term capital and operational expenses . <br /> C . Recommend an action plan to implement the school/park concept in <br /> Orange County as described In Section III . <br />
