Isnterlocal contracts for activities <br /> would be considered ; which may run the gamut from program <br /> partnering to outright contracting with one jurisdiction to operate a <br /> program( s ) for the entire county . <br /> B . Administrative Merger : Outlined herein would be a more complete <br /> detail of the contracted merger of all administrative functions of the <br /> services (recreation program and parks) as they are presently provided . <br /> In this area, a more detailed review as to how administrative merger of <br /> various functions could be integrated under the county , a town or <br /> reorganized as a separate agency . This approach has many different <br /> variations - limited only by the creativity and political climate that <br /> exists . <br /> Administration of park properties and facilities could be discussed Inn <br /> tandem or as two distinct areas for discussion . For example , an option <br /> of the county owning and operating the entire " Orange County Park <br /> System" and the municipalities leasing space for programming could be <br /> considered . A decision on this type of consideration is probably crucial <br /> to the compilation of the report and possibly needs clarification prior to <br /> the report being written . <br /> The coordination of park planning should lead to a county-wide master <br /> plan that would naturally consist of an action plan for implementation . <br /> The master park action plash would require interlocal agreement as to <br /> its funding and implementation schedule . The administrative merger <br /> concept may be the hardest to manage because of the need for firm <br /> management plans that would have to be agreed upon and the vigilance <br /> to insure that the administering agency was in compliance with what <br /> had been agreed on . <br /> C . Full Merger : All county recreation and parks services could be <br /> merged into one agency under the auspices of the county , town or a <br /> separate agency established with any set of principles and <br /> arrangements . Essential programs that any jurisdiction wished <br /> maintained would require agreement prior to merging of services to <br /> unsure that the programs would continue to be implemented by the <br />
