DRAFT OUTLINE FOR RECREATION AND PARK COORDINATION REPORT <br /> 1 . Introduction <br /> This section will review background , mission of recreation and park services , <br /> statutory flexibility and purpose of the report . <br /> A . Background : The past work of the Recreation and Park Work <br /> Group and Orange County Assembly of Governments along with other <br /> examples of coordinated actions in North Carolina would be reviewed . <br /> B . Mission Statement : A mutual statement of mission will be <br /> developed along the lines of recreation and park services functioning it <br /> a role to strengthen the quality of life i1 our communities , etc . It is <br /> assumed that all three departments presently providing recreation and <br /> park services in the county have mission statements at this time . A <br /> combined statement representative of all needs will be developed . <br /> C . Statutory Flexibility : A description of the Interlocal Cooperation <br /> Act ( G . S . 160A, Art . 20 ) and the additional flexibility of special <br /> legislation will show that the jurisdictions can take any action so <br /> desired . <br /> D . Purpose of the Report : This section will describe the need to <br /> explore options for improving the effectiveness , efficient use and equity <br /> in the expenditure of recreation dollars available to the entire county <br /> through all of its jurisdictions . <br /> II . Levels of Coordinated Services <br /> An introductory statement providing definition for distinguishing the three <br /> following approaches in delivering recreation and park services in Orange <br /> County . There exists some ambiguity in distinguishing under what level a <br /> particular action might fall . This section should explicitly define the three <br /> levels ( or more if desired) so that the comfort level of policy-makers is <br /> increased it considering any final action . <br /> A . Coordination of Activities : This section would discuss areas of <br /> coordinated services , elimination of duplication and other strategies of <br /> coordination (merger of activities ) between all local government <br />
