Previously, the contracts for rural and urban curbside have been awarded by competitive <br />bidding process, and then renewed as needed, provided service was acceptable and funds were <br />appropriated, In June 2001, the Rural and Urban Curbside Contracts were merged into a single <br />Curbside Recycling Contract, and the contract was reissued to Waste Industries for two years with a <br />two-year extension beyond that (through June 2005), Effective this Fiscal Year the County has de- <br />privatized Rural Curbside Recycling Collection services, and has begun the provision of Rural <br />Curbside Recycling Collection as aCounty-operated program as of June 1, 2005. <br />In November 2004, the County issued a Request for Statements of Qualifications (RFQ) from firms <br />capable of providing Urban Curbside Recycling Services, The purpose of the RFQ was to allow the <br />County to conduct a preliminary review in order to pre-qualify those responding to the RFQ, Those <br />pre-qualified received the Request for Proposals (RFP), Five vendors submitted Statements of <br />Qualification, and four of the five were subsequently pre-qualified to receive the County's Request for <br />Proposals. <br />The County issued a Request For Proposals #5112 in Febniary 2005. The RFP was sent to the four <br />prequalified vendors, and three of these four vendors attended a required pre-proposal conference, <br />Two vendors submitted Proposals in response to the County's RFP, A tabulation of this evaluation is <br />attached. The highest scoring proposal was submitted by Waste Industries, LLC, located in Durham, <br />NC. Waste Industries, LLC, has been determined by staff to be a responsible proposer, <br />
