The entrance roads and parking areas could be designed to access <br /> both the school and park facilities . Gymnasiums could be designed <br /> for outside access for restroom facilities for potential . park patrons . <br /> Building schools and parks together is a win /win situation for everyone . <br /> G . The School / Park concept i � not unique . Wake County developed a <br /> plan in the early 1980 ' s and most recently adopted a School / Park Master <br /> Plan in 1993 and presently has eleven School / Park sites . <br /> For the purpose of this Work Group the Wake County plan is used as <br /> a model . <br /> H . The Recreation and Parks Director for Wake County made a presentation <br /> to the Work Group on September 21 , 1995 , explaining the development of <br /> the Wake County School / Park Master Plan . He discussed the process <br /> of forming a Coordinated Facility Planning Committee and establishment <br /> of a Maintenance and Management Policy . <br /> I . By combining new and existing schools with park facilities , the surrounding <br /> neighborhoods benefit . A school campus typically defines a community . <br /> Citizens identify with the campus as being a part of their neighborhood <br /> and a convenient place for outdoor recreational activities . <br /> J . Because school campuses generally have facilities in place that are <br /> needed for public parks ( i . e . , open play fields , parking lots , water and <br /> sewer connections , electricity , and road systems to campuses ) the <br /> school /park concept is a cost effective approach to providing public <br /> recreational facilities to all residents and saves the tax payers many <br /> thousands of dollars because the purchase of additional park land is <br /> not required . <br /> K . This Committee endorses the concept of a School / Park Plan and suggests <br /> that an agreement between the appropriate School Systems and the <br /> Municipal and County Recreation and Parks Departments be formulated . <br /> ( See attached Draft of Agreement for Providing Coordinated Facility <br /> Planning ) <br />
