• The school teams , after- school and summer programs at the schools eliminate much <br /> of the availability of school recreation facilities for public programs . <br /> • However, the subcommittee was concerned with the uniqueness of UNC-CH and <br /> the impact of their recreation facilities on the development of standards . <br /> • The subcommittee determined that in applying standards to the population of Orange <br /> County, that 11 ,000 (students living in dormitories and fraternities/sororities) could <br /> be subtracted from the population totals in deriving park acreage needs . <br /> • The assumption underlying this adjustment is that these students reside on campus <br /> and have their recreation needs met wholly by UNC-CH while others in the towns <br /> and county rely largely on the jurisdiction's facilities . <br /> • Again, the standards for public park and recreation facilities adopted by each <br /> jurisdiction are very similar. <br /> • Standards for both park types and recreation facilities might be difficult to make <br /> generic for an entire county. Often, urban and rural perceived needs of the number <br /> of parks and facilities differ in that the urban demand is usually greater . <br /> • Orange County has a "Master Recreation and Park Plan" that was adopted in July <br /> 1988 . Chapel Hill established standards as part of their " Community Facilities <br /> Report" updated and adopted in June of 1989 . Carrboro adopted a " Comprehensive <br /> Recreation and Parks Master Plan" in March of 1995 . <br /> • The importance of establishing standards is recognized because they are : <br /> --an expression of minimum acceptable facilities for the citizens of urban and <br /> rural communities . <br /> --a guideline to determine land requirements for various kinds of park and <br /> recreation areas . <br /> --a basis for relating recreational needs to spatial analysis within a community <br /> wide system of parks and open space areas . <br /> -- one of the major structuring elements that can be used to guide and assist <br /> regional park and recreation development . <br /> --a means to justify the need for parks and open space within the overall land-use <br /> pattern . <br /> Page 4 <br />
