o85G <br />45 <br />Land Use Buffer Waiver Page 2 <br />Based on the site plan and a field visit to the property, the Planning and' Inspections staff finds <br />merit in the applicant's request for a waiver. NC 57 is classified in the Land Use Element of the <br />Comprehensive Plan as a minor arterial and has a 55-MPH speed limit. The existing house and <br />driveway are positioned at an angle to the road. The visual prominence of the house serves as <br />the best directional landmark for the bed and breakfast operation. Planting a row of evergreen <br />trees along the road frontage would block the house and may create a traffic hazard for guests, <br />particularly those trying to find the property for the first time. In addition, the evergreen buffer <br />will detract from the traditional visual presence of the house from the roadside. The Zoning <br />Ordinance is very clear in the additional requirements far Historic Sites Non-Residential <br />Reuse/Mixed Use special uses; (Section 8.8.24) that the proposed use must,preserve the <br />historic character of the building and site. Item b) under the Standards of Evaluation states, <br />"The proposed use of the historic structure shall be of such nature so as to preserve the historic <br />character of the site and the building." It appears that the installation of a Type E Land Use <br />Buffer would negatively impact the historic character of the site. <br />The Planning Director, based on the findings stated above, approves a~partial waiver of the <br />Type E Land Use Buffer along the NC 57 boundary of applicant's property for a distance of 100 <br />feet on either side of the house measured perpendicular to the road. <br />
