AEA is required for the Olive Branch Inn project, per Section 2.2.8 of the <br />Environmental Impact Ordinance, since the property is identified in "An Inventory of Sites of <br />Cultural, Historic, Recreational, ,Biological, and Geological Significance in the Unincorporated <br />Portions of Orange County." <br />The applicant Ms. Elizabeth P. Davidson is requesting approval to use the house at 7015 NC <br />57, traditionally known as the Dr. Arch Jordan House, as the bed and breakfast facility. The Dr. <br />Arch Jordan House is listed on page 12 of the "Inventory" as a significant historic site, and has <br />been placed on the National Register of Historic Places. Since the Orange County Zoning <br />Ordinance permits bed and breakfast establishments under use classification S54 Historic Sites <br />Non-Residential-Mixed Use one of the key requirements is that the site is recognized by the <br />state as having historic significance. The other key requirement for approval is that the <br />proposed use maintains the historic character of the site and its significant buildings. <br />Ms. Davidson submitted an EA with her application materials on March 26, 2001. Planning staff <br />forwarded the EA and supplemental materials to the North Carolina State Clearinghouse shortly <br />thereafter and is awaiting comments. The initial response from Environmental Policy Act <br />Coordinator indicates a review completion date of June 3, 2001. This deadline should provide <br />adequate turnaround time for staff to submit all public hearing related evidence by the July 3, <br />2001 Planning Board Meeting. The EA and related materials are attached. <br />
