Site address: 7015 NC 57, Rougemont, NC 27572. <br />(See attached flat Map) <br />Introduction <br />The following analysis is intended to serve as a part of the "Class A" Special Use Permit application for the <br />Proposed, Bed & Breakfast identified above. Our analysis will examine the proposed use to <br />determine compliance with two general conditions: (1) "The use will maintain or enhance the value of <br />contiguous property"; and (2) "The location and character of the use, ...will be in harmony with the area <br />in which it is to be located and the use is in compliance with the plan for the physical development of the <br />County..." <br />The proposed special use <br />The proposed special use is a Bed & Breakfast that will have three (3) guest suites with a capacityof <br />six (6) guests. This proposed use requires approval by the Orange County Board of County Commissioners <br />Pursuant to conditions set forth in the Orange County Ordinance. <br />General conditions to which the proposed special use must comply <br />(Please note that this memorandum does not address the condition "The use will maintain or promote <br />the public health, safety and general welfare,..." This condition will be addressed by others). <br />(1) The use will maintain or enhance the value of the contiguous property (unless the use is a public <br />necessity, in which case the use need not maintain the value of contiguous property). <br />(2) The location and character of the use, if developed according to the plan submitted, will be in harmony <br />with the area in which it is located and the use is in compliance with the plan for the physical development <br />of the County as embodied in these regulations or in the comprehensive plan, or portion thereof, adopted by <br />the'Board of County Commissioners. <br />18' <br />
