8 <br /> Cane Creek Ground Mount Solar PV System <br /> Biosolids Application Land Ground Mount Solar PV System <br /> Energy Management Next Steps <br /> • Solar Lease <br /> o Neighborhood Engagement <br /> o Local Permitting <br /> o Interconnection Request <br /> • Energy Management Plan <br /> o Identify opportunities to reduce energy use cost-effectively <br /> • County Efforts <br /> o Engage with and support Orange County Climate Council <br /> Commissioner Greene referred to the methane gas issue, and asked if the impediments <br /> could be identified, as well as the gains achieved should all the methane be used. <br /> Jody Eimers said the gain would be not releasing any methane into the atmosphere. <br /> She said OWASA can provide a list of impediments to the BOCC. <br /> Commissioner Dorosin said when the BOCC receives these reports, he starts thinking <br /> how expensive it is. He said he understands that OWASA's position is that there is no flexibility <br /> on the rates, based on its interpretation of the law, but referred to the care-to-share day <br /> program, and asked if this could be further clarified. He said he would like to know how much <br /> money gets raised; how do people that need the assistance apply; and how many costs are <br /> being defrayed. He said this is likely a program of limited viability, but the County is focused on <br /> affordable housing and economic diversity. <br /> Ray DuBose said this program is in its infancy, and in the beginning it was a round up <br /> program, but in the last couple of years the emphasis has been to ask customers to do a fixed <br /> donation each month. He said these monies go to the Inter-Faith Council (IFC) to help people <br /> pay their bills, and last year$10,000 was collected, which met all of the requests from the IFC. <br /> Commissioner Dorosin asked if OWASA gets any data/reports on these requests. <br /> Ray DuBose said OWASA met all of the requests from the IFC and does not keep any <br /> records. He said he does not know this program will continue in the future, or how it may <br /> change, but OWASA is exploring possible ideas. <br /> Commissioner Marcoplos said he and Chair Rich last met with OWASA after the <br /> discussion of the possible widening of Highway 54. He said the pipes that run from Cane Creek <br /> reservoir to the plant run right down Highway 54, which is one of the implications of widening <br /> the road. <br /> Chair Rich said the website indicated that the reservoirs are close to full. She said the <br /> OWASA area uses 6.4 million gallons of water, which indicates that conservations efforts are <br /> working well. <br /> The OWASA representatives submitted the following report: <br /> OWASA Annual Report <br /> We are pleased to submit this report on our service, projects, and initiatives since November <br /> 2019.
