The County recently solicited Requests for Proposals for these services and received ten <br />responses. A list of respondents is attached with interviewed firms denoted with an asterisk, <br />Following evaluation of the responses by the Solid Waste staff, four firms were short-listed for <br />interviews. Solid Waste and Purchasing office staff conducted the interviews on June 2, 2005 <br />and are recommending that the County contract with Olver Incorporated, Charlotte, NC, <br />While all of the interviewed firms are capable of providing engineering services, the specific <br />expertise of Olver, Inc. in areas such as transfer station design, compost feasibility/permitting, <br />drop-off site design/operations, landfill gas management, and landfill design/permitting/ <br />operations most closely met the projects that the County anticipates within the proposed three- <br />yearcontract period. <br />Z <br />Upon approval by the Board, a contract will be drafted that incorporates the terms of the <br />proposal and accompanying fee schedule. Highlights of the contract include: <br />• Term: Three-years, commencing upon July 1, 2005, with one three-year renewal <br />upon mutual consent of the parties; <br />• Fees to be charged pursuant to the attached fee schedule, as included in the June 2, <br />2005 RFP response; <br />• A scope of work will be prepared by Solid Waste Management staff for any work to be <br />done by Olver, then Olver will submit to the County a cost proposal for that specific <br />body of work. <br />FINANCIAL IMPACT: The annual Solid Waste Management Department budget contains <br />funding for all necessary and required engineering services in order to maintain and improve <br />solid waste operations and meet environmental management obligations. Typically, the annual <br />engineering expenditures are approximately $190,000-$210,000, depending on a number of <br />factors, primarily regulatory. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize a contract with <br />Olver, Incorporated for landfill engineering services through June 30, 2008; and authorize the <br />Chair to sign a contract, contingent upon Attorney and staff review. <br />
