APPROVED 12/4/2019 <br />107 residential which can be problematic ± there probably will be pre-zoning to move forward with <br />108 preparing them with some designation. <br />109 <br />110 Perdita Holtz: Going back to emerging issues, from last year still is climate change as an <br />111 emerging issue and the energy emerging issue which has a lot to do with solar arrays. <br />112 <br />113 Lydia Wegman: Has anything actually happened with that. <br />114 <br />115 Perdita Holtz: Not at this point. <br />116 <br />117 Craig Benedict: One other thing is transportation issues with the light rail being discontinued but <br />118 a transit tax is still being collected for enhanced bus service, Amtrak station in Hillsborough and <br />119 we are in the process probably within the next month of hiring a consultant to help with what is <br />120 done with the money that has been collect and will be collected for years to come. <br />121 <br />122 Susan Hunter: When is the Amtrak station for Hillsborough supposed to be built? <br />123 <br />124 Craig Benedict: We¶re still 5 years out on that. Now they are looking at that same train track for <br />125 heavy rail. That study is in process now and Hillsborough would be one of the stops. <br />126 <br />127 Hunter Spitzer: Were these 10 goals decided by the planning staff. <br />128 <br />129 Craig Benedict: It was a combination of the planning and transit staff for all of the towns in <br />130 Orange County and elected officials. It goes back to 2011. I¶ll bring the executive summary to <br />131 the next meeting that explains where we are going. <br />132 <br />133 Perdita Holtz: So the recommendation for this item for tonight is to discuss if any additional <br />134 activities that should be added to the emerging issues lists and then to either approve the work <br />135 plan or, if the revisions are extensive, to ask staff to incorporate the results and bring it back in <br />136 final form to the December meeting. <br />137 <br />138 Craig Benedict: Let me mention, as part of the update to our Comprehensive Plan that was <br />139 adopted in 2008 there is roughly a 10 year window on that and we were going to wait for the <br />140 2020 Census to help us collect some more data. The idea is to meet with other advisory boards <br />141 in the coming year to create better cross pollination. As we have been submitting regulation <br />142 changes such as the access management plan, that was approved last year but this Board, <br />143 what is very good for transportation might seem like an impediment to economic development. <br />144 The goal of planning is to push environment, equity, infrastructure, and economic development <br />145 together. <br />146 <br />147 Lydia Wegman: Does anyone have any other questions or comments? <br />148 <br />149 MOTION by Kim Piracci to approve the Annual Report and Work Plan.Seconded by Randy <br />150 Marshall <br />151 VOTE:Unanimous <br />152 <br />153 <br />154 AGENDA ITEM 8: ADJOURNMENT <br />155 Meeting was adjourned by consensus <br />156 <br />157 <br />158 <br />159 Lydia N.
