APPROVED 12/4/2019 <br />54 <br />55 There were none <br />56 <br />57 <br />58 AGENDA ITEM 5: PUBLIC CHARGE <br />59 <br />60 INTRODUCTION TO THE PUBLIC CHARGE <br />61 The Board of County Commissioners, under the authority of North Carolina <br />62 General Statute, appoints the Orange County Planning Board (OCPB) to uphold <br />63 the written land development law of the County. The general purpose of OCPB <br />64 is to guide and accomplish coordinated and harmonious development. OCPB <br />65 shall do so in a manner, which considers the present and future needs of its <br />66 citizens and businesses through efficient and responsive process that contributes <br />67 to and promotes the health, safety, and welfare of the overall County. The OCPB <br />68 will make every effort to uphold a vision of responsive governance and quality <br />69 public services during our deliberations, decisions, and recommendations. <br />70 <br />71 PUBLIC CHARGE <br />72 The Planning Board pledges to the citizens of Orange County its respect. The <br />73 Board asks its citizens to conduct themselves in a respectful, courteous manner, <br />74 both with the Board and with fellow citizens. At any time, should any member of <br />75 the Board or any citizen fail to observe this public charge, the Chair will ask the <br />76 offending member to leave the meeting until that individual regains personal <br />77 control. Should decorum fail to be restored, the Chair will recess the meeting <br />78 until such time that a genuine commitment to this public charge is observed. <br />79 <br />80 <br />81 AGENDA ITEM 6: CHAIR COMMENTS <br />82 <br />83 There were none <br />84 <br />85 <br />86 AGENDA ITEM 7: PLANNING BOARD ANNUAL REPORT AND WORK PLAN -To discuss the annual <br />87 input form which informs the BOCC of the past year¶s activities of advisory boards/commissions <br />88 and assists in overall County work planning. <br />89 <br />90 PRESENTER: Perdita Holtz, Planning Systems Supervisor <br />91 <br />92 Perdita Holtz reviewed the work plan,current year activities, and emerging issues. <br />93 <br />94 Craig Benedict: In this year¶s budget we put $15,000 to assist with the City of Mebane to do a <br />95 growth strategy in around these economic development zones that are primarily on the outskirts <br />96 of Mebane. We are working on a request for proposal from the Triad Council of Governments <br />97 and we¶ll probably look for a person or two from this group to be part of our community outreach <br />98 when we move along a bit further. We need to coordinate with Mebane and a consultant. <br />99 <br />100 Lydia Wegman: How does that fit in with the analysis and revisions to the economic <br />101 development districts? <br />102 <br />103 Craig Benedict: Presently under our map now we have economic development land use and <br />104 the County has gone ahead and changed the zoning in that area to that economic development <br />105 zone. In the commercial/industrial activity transition nodes (CITAN) they change the land use <br />106 for commercial industrial but they didn¶t go forward with rezoning the land. They left it in
