DRAFT
1
Solid Waste Advisory Group Meeting Summary
DATE: November 4, 2019
LOCATION: Solid Waste Administration Training Room
____________________________________________________________________________
MEMBERS PRESENT: County Commissioner Mark Marcoplos, County Commissioner Penny
Rich, Chapel Hill Mayor Pam Hemminger, Carrboro Mayor Lydia Lavelle, Chapel Hill Council
Member Donna Bell, Carrboro Alderman Randee Haven-O’Donnell, UNC-Healthcare
Representative Mel Hurston
MEMBERS ABSENT: Hillsborough Commissioner Mark Bell, Hillsborough Commissioner Matt
Hughes
STAFF PRESENT: County Solid Waste Director Robert Williams, Hillsborough Public Works
Director Ken Hines, Carrboro Public Works Director Joe Guckavan, County Solid Waste Staff:
Bruce Woody, Evan Brown, Blair Pollock, Cheryl Young, Wanda McCain, Kristina Witosky Chapel
Hill Public Works Staff Wendy Simmons, UNC-Chapel Hill Solid Waste BJ Tipton
____________________________________________________________________________
Call to Order
Approval of June 17, 2019 Meeting Summary
Approved
Entsorga Plant Tour Update
Lavelle states that as traditional solid waste facilities have a lot of regulations are there any
know regulations for something like this.
Williams states that they mentioned meeting the environmental specs for air quality which is
lower than burning coal. I’m not sure what the state of North Carolina requires. Berkley
County, SC has a facility similar to Entsorga.
Haven-O’Donnell states that as part of the conversation the County should be thinking in
terms of taking care of our own waste.
Pollock states that in regards to State regulations, they are aware of this type technology
and it is not permitted as a solid waste burner. The National EPA found this product of
Entsorga’s to be a fuel and not a waste product.
Organics
Town of Chapel Hill – New Organics, Compost Pilot Program - Laura Selmer
Rich asks if there have been surveys on how many people compost.
Selmer states that there haven’t been any surveys for staff on their personal habits. From a
facilities standpoint, others facilities in the Town have tried to do composting. We can
explore that in our climate action plan.
Town of Carrboro – Organics Pilot Program - Deferred
Orange County Update – Blair Pollock
Lavelle asks to clarify what it means to come off our program. Did they pay us to have it
done?
Pollock states that we paid for the service for them. To come off our program means they
would pay Brooks for the service. The larger ones have some considerable economic
incentive to do this because they save enough on their waste tipping fees.
