MINUTES - Draft <br />ORANGE COUNTY BOARD OF HEALTH <br />November 20, 2019 <br />S:\Managers Working Files\BOH\Agenda & Abstracts\2019 Agenda & Abstracts/ November Page 3 <br />• The stimulus for the creation of Swim for Charlie was the untimely death of Dr. Charles <br />van der Horst, a physician, leader, and humanitarian, during a marathon swim in the <br />Hudson River in June 2019. In keeping with Charlie’s love for swimming, values, and <br />interest with youth, fellow swimmers and friends of Charlie formed a nonprofit charitable <br />organization in his name to provide funding along with development and implementation <br />of youth-based water safety/swimming skills programs. <br />• The initiative will operate using the values embodied by Dr. Charlie van der Horst: <br />compassion, integrity, collaboration, confidence and courage. <br />• Childhood drownings are one of the leading causes of death in children. While <br />acknowledging that no child is ever water safe, the goal of swim lessons is to make <br />children safer in, on, and around water. <br />• Research shows that 64% of African-American, 45% of Hispanic/Latino and 40% of <br />Caucasian children have little to no swimming ability. In households with incomes less <br />than $50K/year, 79% of children have little to no swimming ability. <br />• Specific goals for the Swim for Charlie initiative are to evaluate existing child water <br />safety programs and assist in further development, implementation and growth; to focus <br />on childhood groups most likely to benefit from water safety programs; and to provide <br />programs in which children will learn basic water safety and swimming skills, which will <br />keep them safer in and around the water. <br />• Swim for Charlie, in collaboration with the Orange County Schools and the OC <br />Sportsplex, will transport 2nd graders during the school day to the pool for water <br />safety/swimming instruction which is comprised of 8 lessons over a 2 week period. The <br />program will use the NC Healthful Living Standards and will be part of the Physical <br />Education curriculum. Schools will be added to the program prioritizing those schools <br />with the greatest need. The initial classes will begin spring semester 2020, will have <br />approximately 250 students from Efland Cheeks, Central, and New Hope Elementary <br />Schools. <br />• Program expenses include 1)$40 per child to go through the program which includes the <br />cost of instructors, pool fees, supplies, bathing suits/towels for those students that are <br />without; 2)program director salary, administrative fees, office supplies and transportation <br />costs. <br />• In regards to funding, Swim for Charlie will initially secure funding through private <br />donations and grants, request that the OCS provide transportation to and from the OC <br />Sportsplex and have petitioned the BOCC to waive the pool fees at the OC Sportsplex <br />for the initial period of the winter/spring 2020 and for the 2020-2021 school year. Lastly, <br />it was requested that the OC Board of Health draft a letter in support of the petition. <br /> <br />The BOH had questions that were addressed by Ms. Pomerantz and Dr. Klein. <br /> <br /> <br />VI. Action Items (Non-Consent) <br /> <br />A. Elections (Chair & Vice-Chair) <br /> <br />The Board members shall elect a Chair and Vice-Chair by majority vote each year at the last <br />meeting of the calendar year. <br /> <br />Motion to elect Jessica Frega to Chair for the 2020 calendar year was made by Jennifer <br />Deyo, seconded by Liska Lackey, and carried without dissent. <br />
