DRAFT <br />FOR PRESENTATION AT MAY 29, 2001 PUBLIC HEARING <br />Amend Section 3.3 LAND USE PLAN CATEGORIES by adding "Potential Public <br />School Site" to the land use plan categories under TRANSITION and by including the <br />following text under LAND USE PLAN CATEGORY DESCRIPTIONS: <br />POTENTIAL PUBLIC'SCHOOL SITE. A specific parcel of land within Ten or Twenty- <br />Year Transition and/or Water-Sewer Service Areas identified as appropriate for the <br />location of an elementary, middle, or high school. <br />Amend Section 3.4 LOCATIONAL CRITERIA by adding the following text: <br />PLAN CATEGORY: POTENTIAL PUBLIC SCHOOL SITE <br />Land Slone. No significant slope or topography problems that would increase <br />development costs or contribute to erosion and runoff from the site, generally slopes of <br />five percent or less. <br />Hydrology. Located outside of areas where100-year flood prone areas and wetlands are <br />present. Where flood-prone areas and wetlands exist, protection can be provided through <br />proper site design and construction practices. <br />Flora and Fauna. Located in areas where detrimental development impacts on local, <br />State, or federally-acknowledged unique or endangered species, and wildlife habitats and <br />corridors can be mitigated through proper site design and construction practices. <br />Soil Conditions. Located in areas where general soil conditions aze suitable for <br />developrnent,because of good drainage characteristics and load-bearing capacity for <br />development. <br />Public Services/Utilities. Located in azeas which are or could be reasonably and <br />efficiently served by centralized public services and utilities. <br />Trans ortation S stem. Located adjacent to/or having direct access to arterial and/or <br />collector roads. <br />Energy Use. Located within less than a 10 minute commuting time from an urban area. <br />Existing Land Use. Located in designated Ten or Twenty-Year Transition Areas and/or <br />within the Primary Service Areas of the Orange County or Hillsborough Water-Sewer <br />Service Boundaries.
