Section IV-B-7-a-1 of the County 's <br />Subdivision Regulations establishes a method for the reservation of potential school sites. This <br />provision has been available since 1986, but unused because there have been no sites on the plan. <br />Recently the pace and scale of residential development has been such that reservation of potential <br />school sites is a prudent action. To utilize this provision (a wpy of which is included) potential school <br />sites must first be designated in the adopted Comprehensive Plan. <br />In recent years the acreage consumed by new subdivisions and the number of lots being created has <br />prompted a reassessment of the need to identify potential school sites. Large subdivisions have a <br />twofold effect: 1) they reduce the supply of potential school sites, and 2) as more and larger <br />subdivisions are developed and populated by families with school-age children, the lag time between <br />completion of a new school and the need for another one becomes less. <br />A public hearing is scheduled for May 29, 2001 (announcement enclosed) where the Orange County <br />Board of Commissioners and the Orange County Planning Board will hear comments from the general <br />public, staff, and affected parties on this and other proposals. Please keep the following points in mind: <br />1. No decision will be made on this proposal on May 29 -the earliest date for a decision by the County <br />Commissioners will be August 21, 2001; <br />2. More sites than needed have been identified to allow maximum flexibility in the future selection of <br />sites -comments received at the hearing may result in sites being deleted; <br />3. Sites ultimately designated in the plan may be removed in the future if adequate sites are <br />purchased or if there is no demonstrated need to keep them in the plan; and <br />4. Acquisition of any sites by the County and/or in conjunction with the School Board requires fair <br />compensation to the property owner. <br />If you have questions or need additional information, please drop by or send a letter to the Orange <br />County Planning Department at 306E Revere Road in Hillsborough.
