Use Element of the Orange County Comprehensive Plan. <br />BACKGROUND: Section IV-B-7-a-1 of the Orange County Subdivision Regulations establishes <br />a method for the reservation of potential school sites. This provision has been available since <br />1986, but unused because there have been no sites in the plan. Recently the pace and scale <br />of residential development has been such that reservation of potential school sites is a prudent <br />action. To utilize this provision potential school sites must first be designated in the adapted <br />Comprehensive Plan. <br />Over the last few years the acreage being consumed by subdivisions and the number of lots <br />being created has prompted a reassessment of the need to identify potential school sites. Large <br />subdivisions have a twofold effect: 1) they reduce the supply of potential school sites, and 2) as <br />mare and larger subdivisions are developed and populated by families with school-age children, <br />the lag time between completion of aCounc Is havendiscussed this ssute along with omes <br />shorter. The Schools and Land Use <br />consideration of a Schools Adequate Public Facilities Ordinance and endorse the concept of <br />designating potential school sites in the Plan. The proposal also helps with the creation of joint <br />park/school sites. <br />FINANCIAL IMPACT: None at this time. However, if the amendment is adopted and through <br />the existing process a reserved site is chosen for a new school, acquisition costs would be <br />incurred. <br />RECOMMENDATION(S): The Administration recommends acceptance of staff and public <br />input into the public hearing records and transmittal to the Planning Board far recommendation <br />back to the Board of County Commissioners no sooner than August 21, 2001. <br />
