Benedict, ext. 2592 <br />Paul Thames, ext. 2303 <br />Geoffrey Gledhill, 732-2196 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 9fi8-4501 <br />Durham fi88-7331 <br />Mebane (33fi)227-2031 <br />PURPOSE: To determine a course of action regarding requests for extension to undeveloped <br />properties to be served by the Efland Area Sewer System. -- <br />BACKGROUND: The overall system plan of the adopted Efland Area Sewer System was <br />reaffirmed at the April 17 meeting to include Phase I West and East and Phase II and other minor <br />amendments. Due to the county's strong commitment to comprehensively plan for growth, an <br />overall review of land use, and zoning and its public service impacts depending on the density or <br />intensity of a project needs to be evaluated. Complementary public services of public potable <br />water, public sewer, and fire suppression are guiding elements of appropriate growth planning. <br />Therefore, there is need for coordination between all public service providers such as Orange <br />County on behalf of the Efland Area_ Sewer System, Orange Alamance Water System (OAWS) and <br />county and local fire districts. <br />The next step is to evaluate issues regarding the Efland Sewer operation. The rules were originally <br />adopted in the mid-19$0's with several amendments thereafter. What conditions have changed <br />that may warrant further amendment to the resolution? The outline attached identifies those issues <br />that reflect policy considerations. <br />FINANCIAL IMPACT: None at this time. <br />RECOMMENDATION(S): The Manager recommends that the Board consider the outline and offer <br />direction for further staff research and agenda item preparation. <br />
