I1 <br />MEMORANDUM <br />(�U .Orange County Erosion Control Division <br />306F, Revere Road Hillsborough, North Carolina 27278 <br />Telephone: (919) 732 -8181 Ext. 2588 FAX: (919) 644 -3002 <br />To: Carla Bateman, Planner <br />From: Ren.lvins, Erosion Control Officer <br />Date: November 21, 2000 <br />Subject: Preliminary Review of McGowen Creek Subdivision <br />Dear Carla: <br />As I have.not yet visited the site I may.have additional comments later. <br />Erosion Control Plan approval is required for each Phase, or phases to be built <br />simultaneously, if more than 20,000 square feet of land is to be disturbed. <br />Phasing should be planned so construction of one phase does not damage existing <br />development or prevent installation of sediment control for -a subsequent phase. Ex: <br />Increased runoff from an earlier Phase flows through a latter Phase: the increased runoff <br />could prevent proper installation of measures or require a very large device (trap). <br />The Division of Water Quality must preapprove stream crossing for utilities (Sanitary <br />Sewer). This letter-.of approval must be included with your. "Application for Erosion <br />Control... and Financial Responsibility° . The Application is not considered complete with <br />out this approval. <br />Are your Phase lines only for house building purposes? Are you planning to permit the <br />entire site, install the Infrastructure and fall back per the Phasing to build out? <br />All traps will require a Skimmer (floating Weir) type outlet control. Traps will be at <br />stormwater outfall and remain in place through the majority of house construction. Even <br />traps . in a 'completed" phase may still be required if later phases are tracking mud unto <br />the roads, and hence to the traps located at the storm outfall. <br />Reynolds J.
