35 <br />1 MOTION: Preston moved to delay the decision about High Rock Farms until the water <br />2 table information is received. Seconded by Holtkamp. <br />3 <br />4 Benedict said that there was a draft hydrological study out that ERCD is reviewing. This study is for projects <br />5 that are either using independent wells or a community well system. This subdivision is proposing a <br />6 community well that would offer its share of water to Qrange-Alamance, so it would be a different type of <br />7 system. <br />8 <br />9 Whitaker said that he is concerned about delaying the decision because there would probably not be any <br />10 resolution to the hydrological issue in another month. Regarding the school impact issue, the impact fees are <br />11 not determined until the building permit stage. He urged the board to make a decision tonight. <br />12 <br />13 Katz asked about the water system for this subdivision and if it affected the water table differently than <br />14 individual wells. Whitaker said that this was an issue that was raised in the concept plan stage and Orange- <br />15 Alamance wants the well that would serve this subdivision in a remote location elsewhere. He said that, as a <br />16 rule, it is better to have single-point discharges from deep wells. <br />17 <br />18 Holtkamp asked Whitaker if he was saying that the board should ignore the concerns from EMS about water <br />19 pressure and fire protection. Whitaker said that there were two. different components of water supply -basic <br />20 daily water needs and fire protection. He said that.he was not proposing that the fire hydrants be installed <br />21 immediately because there is a concern about water pressure. <br />22 <br />23 Chair Allison said that this subdivision meets all of the requirements in the standards. He said that the <br />24 Planning Board did not have the authority to set up a moratorium on development. He suggested moving <br />2S ahead with this subdivision. <br />26 <br />27 Holtkamp said that the Planning Board was entitled to have the information needed in order to make the right <br />28 decision.
