He said he understands that OWASA's position is that there is no flexibility <br /> 27 on the rates, based on its interpretation of the law, but referred to the care-to-share day <br /> 28 program, and asked if this could be further clarified. He said he would like to know how much <br /> 29 money gets raised; how do people that need the assistance apply; and how many costs are <br /> 30 being defrayed. He said this is likely a program of limited viability, but the County is focused on <br /> 31 affordable housing and economic diversity. <br /> 32 Ray DuBose said this program is in its infancy, and in the beginning it was a round up <br /> 33 program, but in the last couple of years the emphasis has been to ask customers to do a fixed <br /> 34 donation each month. He said these monies go to the Inter-Faith Council (IFC) to help people <br /> 35 pay their bills, and last year $10,000 was collected, which met all of the requests from the IFC. <br /> 36 Commissioner Dorosin asked if OWASA gets any data/reports on these requests. <br /> 37 Ray DuBose said OWASA met all of the requests from the IFC and does not keep any <br /> 38 records. He said he does not know this program will continue in the future, or how it may <br /> 39 change, but OWASA is exploring possible ideas. <br /> 40 Commissioner Marcoplos said he and Chair Rich last met with OWASA after the <br /> 41 discussion of the possible widening of Highway 54. He said the pipes that run from Cane Creek <br /> 42 reservoir to the plant run right down Highway 54, which is one of the implications of widening <br /> 43 the road. <br /> 44 Chair Rich said the website indicated that the reservoirs are close to full.
