7 <br /> ADMINISTRATIVE APPROVAL OF TELECOMMUNICATION FACILITIES: <br /> Per Section 5.10.6 (A) of the UDO, under certain circumstances telecommunication facilities <br /> may be approved administratively by staff (i.e. no action by either the Board of Adjustment <br /> or BOCC) including: <br /> • Any wireless support structure less than 200 feet in height located on property that is <br /> owned or leased by Orange County, and <br /> • Any wireless support structure less than 200 feet in height on which the owner of <br /> such facility permits the County to collocate its wireless facilities on the structure at no <br /> charge to the County when the location of such facility is of benefit to the County as <br /> determined in the sole discretion of the County. <br /> Telecommunication facilities approved consistent with the provisions of Section 5.10.6 <br /> are still required to demonstrate compliance with the provisions of Section 5.10.8 of the <br /> UDO. Further a neighborhood information meeting and balloon test are required for all <br /> administratively approved new telecommunication facilities. <br /> Per Section 5.10.8 (A) (3) of the UDO, all telecommunication facilities subject to <br /> administrative review and approval are evaluated consistent with the following <br /> standards: <br /> (a) A proposed tower shall not be permitted if it is not substantially <br /> necessary for the telecommunications service need identified pursuant to <br /> the standards of this Ordinance. <br /> (b) Tower height shall be measured from the base of the tower to the <br /> highest point of the proposed antenna(s), with lightening rod, to be located <br /> atop the tower structure. <br /> (c) Telecommunications towers shall conform with all of the requirements <br /> of this Ordinance. <br /> (d) All towers shall be engineered to allow for collocations. No co-locator <br /> shall be refused access for collocation by charging exorbitant lease fees. <br /> Public safety provider collocations shall take priority over other co- <br /> locators. <br /> (e) A telecommunications consultant shall provide Planning Staff <br /> assistance on exorbitant rate leases. <br /> (f) All wireless support structures shall satisfy all applicable public safety, <br /> land use, or zoning issues required in this Ordinance, including aesthetics, <br /> landscaping, land-use based location priorities, structural design, <br /> setbacks, and fall zones. <br /> (g) Applicants shall evaluate the reasonable feasibility of collocating new <br /> antennas and equipment on an existing structure or structures within the <br /> applicant's search ring. <br />
