It will also provide the County an emergency maintenance capability in the southern <br />end of the county for non-landfill related functions, if necessary. Since the equipment is physically large <br />and since it will be connected to a single-step manual transfer switch, the unit will be permanently <br />installed on a concrete pad at the Landfill site. <br />Detailed specifications were developed by staff tv provide, install and test the generator and transfer <br />switch. Proposals were sent to four vendors, including: <br />• Gregory Poole (Caterpillar dealer) <br />• Keplar Electric (Supply/Install) <br />• Cummings Atlantic (Onan dealer) <br />• Covington Diesel (Covington dealer) <br />The bid was advertised on the County's Internet Site. One bidder responded to the solicitation. G.S. 143- <br />132 establishes no minimum number of bids as required for purchase of apparatus, equipment or <br />supplies. However, as part of the bid evaluation, staff checked with other entities and manufacturing <br />sources to validate the fairness of the bid received. The bid submitted by Gregory Paale of Raleigh, <br />North Carolina is commensurate with the expected cost range reflected in the evaluation and is the lowest <br />responsible bid that was responsive at a delivered/installed cost of $27,330.00. <br />FINANCIAL IMPACT: Total cast of this action, if approved by the Board, would be $27,330.00. <br />Sufficient funds are available within the FY 2000/01 5alid Waste Management Budget. <br />RECOMMENDATION(S): The Manager recommends that the Board award the bid to Gregory Poole of <br />Raleigh, North Carolina in the amount of $27,330.00; and authorize the Purchasing Director to execute <br />the necessary paperwork. <br />
