25 <br /> <br />In the 2020 Census, about 95 percent of housing units will receive their census invitations in the <br />mail. The U.S. Census Bureau will send up to five mailings to encourage you to respond online, <br />by mail, or by phone. In Orange County, almost everyone will first receive a letter asking you to <br />go online to complete the census questionnaire. One census tract in Chapel Hill has been <br />identified as an area less likely to respond online, so they will receive a paper questionnaire <br />along with their first invitation. <br /> <br />Chair Rich asked if it the person will be is easily identifiable as a census taker. <br />Todd McGee said 5 mailings will be sent before a person will show up. He said the goal <br />is to keep census takers out of Orange County. <br /> <br />This will include information about how to respond online or by phone. <br /> <br />Complete Count Committees in N.C. The NC CCC should not reinvent the <br />wheel, but we can support existing CCC and encourage CCC growth. <br />LOCAL ownership of the Census is key: <br />o GIS/IT support <br />o Elected Officials <br /> <br />Commissioner Dorosin said there is a lot of hiring for the census, and it may be good to <br />add a link – to work for the census – on the web. <br />Todd McGee said staff has been pushing that out on social media, but it can also be <br />added to the website. <br />Commissioner Price said recruiting events are already taking place. <br />Todd McGee said the “be counted” sites can now serve as a source for a job application. <br />Commissioner Dorosin said he would like all of this information to be strongly promoted. <br />Commissioner Marcoplos asked if the personal home visits are a last resort, and if those <br />people are all paid employees. <br />Todd McGee said those people that visit homes are the paid census takers, employed <br />by the Census Bureau. He said those who are out publicizing the census are more likely <br />volunteers. <br /> Commissioner Marcoplos asked if there is any expectation that every dwelling will be <br />contacted, or exhaustively checked.
