20 <br /> <br />Commissioner Dorosin asked if Nancy Coston could explain how staff will work with <br />people to regain custody of their children. <br />Nancy Coston said her department has already put in a contract of limited amount of <br />money to have counselors come to the DSS office, or wherever, to work with families. She said <br />some people need specialized counselors, and the goal is to show the court that families have <br />access to an avenue in order to improve. She said some work is also being done with older <br />youth to prepare them for independent living. <br /> <br />A motion was made by Commissioner Bedford, seconded by Commissioner Greene, for <br />the Board to approve: <br /> <br />1) Budget Amendment #3-A for the receipt of the $40,000 Emergency Solutions Grant; <br />2) the creation of a 1.0 FTE time-limited position at DSS to provide assessment and case <br />management for homeless persons with mental health needs; and <br />3) allocating $28,737 from MOE funds to pay for the position costs and $25,000 from MOE <br />funds to purchase mental health services for families involved in protective services. <br /> <br />VOTE: UNANIMOUS <br /> <br />7. Minutes <br />The Board approved the minutes from November 7 and 14, 2019 as submitted by the Clerk to <br />the Board. <br />b. Motor Vehicle Property Tax Releases/Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br />property tax values for five taxpayers with a total of five bills that will result in a reduction of <br />revenue in accordance with NCGS. <br />c. Property Tax Releases/Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release property tax <br />values for thirteen taxpayers with a total of twenty-two bills that will result in a reduction of <br />revenue in accordance with North Carolina General Statute 105-381. <br />d. Applications for Property Tax Exemption/Exclusion <br />The Board considered six untimely applications for exemption/exclusion from ad valorem <br />taxation for six bills for the 2019 tax year. <br />e. Resolution to Accompany the North Carolina Department of Commerce’s Building <br />Reuse Grant Incentive Application for ABB, Inc.
