In order to qualify for designation as a CHDO,the organization must meet certain <br /> requirements pertaining to their legal status, organizational structure, and capacity and experience. <br /> • Due to prior year earned program income and unused prior year CHDO funds, in 2019 the Collaborative made <br /> $502,627 available to non-profit partners for eligible activities.This amount included $350,302 of 2019-2020 <br /> Orange County HOME Program funds, $13,306 in program income, $78,818 local match funds, and $60,201 of <br /> 2018-2019 HOME Program set-aside funds for CHDOs. <br /> Habitat for Homeownership Provide second mortgage Fairview neighborhood in <br /> Humanity Assistance assistance for 6 homes Hillsborough and Northside $181,392 <br /> neighborhood in Chapel Hill <br /> EmPOWERment Rental Acquisition <br /> Acquisition of two multi-family Hillmont Apartment Complex $145,201* <br /> units for lease in Carrboro <br /> Assist persons experiencing <br /> Tenant-Based homelessness and general <br /> Orange County Rental Assistance rental assistance for low-income Countywide $141,004 <br /> households <br /> *EmPOWERment Inc.'s award amount includes$60, 201 of 2018-2019 CHDO funds <br /> 2020 ACTIVITIES <br /> • Two new members: Council Person Karen Stegman (Chapel Hill) and Council Person Susan Romaine <br /> (Carrboro) will join existing members Commissioner Mark Dorosin (Orange County) and Commissioner <br /> Kathleen Ferguson (Hillsborough). Staff from the Towns of Hillsborough, Carrboro, Chapel Hill and <br /> Orange County participate in the Collaborative and coordinate meetings, funding, and reporting. <br /> • Coordinate, review, and award 2020-2021 HOME funds. A preliminary recommendation will be shared <br /> in March. <br /> • In 2020, the Consortium will prepare and submit the County's Five Year Consolidated Plan for 2021- <br /> 2026. <br /> • The Consolidated Plan is designed to help states and local jurisdictions assess their affordable housing <br /> and community development needs and market conditions, and to make data-driven, place-based <br /> investment decisions. <br /> 2 <br />
