40 <br /> Orange County Local Government Affordable Housing Collaborative <br /> Update for Assembly of Governments: January 2020 <br /> 2020 MEMBERS <br /> Commissioner Mark Dorosin, Orange County <br /> Commissioner Kathleen Ferguson, Hillsborough <br /> Council Member Susan Romaine, Carrboro <br /> Council Member Karen Stegman, Chapel Hill <br /> Staff from the Towns of Hillsborough, Carrboro, Chapel Hill and Orange County <br /> OVERVIEW <br /> • Under the U.S. Department of Housing and Urban Development(HUD) HOME Investment Partnerships Program <br /> (HOME), local governments may to join to form a consortium in order to receive HOME funding for affordable <br /> housing. <br /> • In 1992,the Orange County HOME Consortium was established to receive HOME funding to support development of <br /> affordable housing throughout Orange County. Orange County and the Towns of Chapel Hill, Carrboro, and <br /> Hillsborough formed the Consortium,with the County acting as the lead entity. <br /> • In 2017,the jurisdictions renamed the Consortium the Orange County Local Government Affordable Housing <br /> Collaborative and adopted the following charge: <br /> o The purpose of the Collaborative would be to: <br /> o strategize about funding options; <br /> o provide updates on projects and affordable housing efforts, as well as code or policy changes; <br /> o provide guidance on administration of the HOME Program activities <br /> ■ establish priorities and criteria for HOME Program funding <br /> ■ annually evaluate applications for HOME funding and provide a recommendation to the elected <br /> bodies of each jurisdiction; <br /> ■ provide oversight of performance measures and expenditure rates(to be developed by the staff <br /> for review by the Collaborative) <br /> ■ establish a scoring system for reviewing applications <br /> o help tell the story of the impact of our affordable housing initiatives; <br /> o develop shared targets and goals for affordable housing preservation and development and track <br /> progress overtime; and <br /> o serve as advocates for affordable housing in Orange County(elected officials) <br /> FY 2019-2020 SUMMARY OF ACTIVITIES AND FUNDING <br /> • Each year,the Collaborative coordinates the HOME funding process and accepts applications.The Collaborative <br /> members review the applications and forward a recommendation to the elected bodies of each jurisdiction for <br /> approval. <br /> • In 2019,the Consortium was allocated $350,302.Ten percent of the annual HOME allocation may be used for <br /> administration by Orange County as the Lead Entity. <br /> • The member organization provided the 25% local match for the net amount, based on population as shown in this <br /> table: <br />
