9 <br /> 1) Detention Center <br /> The new Detention Center would consist of one hundred forty-four (144) beds <br /> in approximately 48,900 square feet. The new facility would replace the <br /> existing 40,227 square foot detention facility located in downtown <br /> Hillsborough that was originally constructed in 1925 with additions and <br /> modifications occurring in the early 1980's and mid-1990's. <br /> 2) Environment and Agriculture Center (EAC) <br /> The new 17,200 square foot Environment and Agriculture facility would <br /> replace the 19,087 square foot office building currently located on Revere <br /> Road that houses the Department of Environment, Agriculture, Parks and <br /> Recreation, Cooperative Extension, Farm Service Agency, and Soil and <br /> Water Conservation. <br /> 3) Parks Operations Base <br /> The new 8,500 square foot Parks Operations Base would replace scattered <br /> facilities and a base and shop at Millhouse Road Park that is used primarily <br /> for office space and equipment storage. <br /> Site work for the project is currently underway. Substantial completion is scheduled <br /> for March 9, 2021, and final completion is scheduled for May 9, 2021. <br /> No Attachments <br /> e) Update on Collins Ridge <br /> Approximately 100 acres were annexed by the Town of Hillsborough in 2016. The <br /> Phase 1 Special Use Permits shows 671 dwelling units of different types. One <br /> condition on that approval limits the number of certificates of occupancy to 451 until <br /> there is a second vehicular point of access. Phase la construction drawings show <br /> 204 dwellings — single family detached and townhomes. Our latest information is that <br /> the site developer plans to deliver lots to the vertical builder in April 2020. Utility <br /> connections from the town system to the site should get under construction soon. <br /> The on-site utilities are in the final stages of construction. The applicant has made <br /> their capital contributions to the town and is financially assisting with some upgrades <br /> to town utilities in the area consistent with their share of use. The applicant is also <br /> obligated to gift at least 3 acres to CASA to develop up to 88 units of affordable <br /> housing with 30 days of their first building permit. <br /> No Attachments <br /> f) Update on the Carrboro Economic Development - Lloyd Farm, etc. <br /> Town of Carrboro Economic & Community Development Director Annette Stone has <br /> provided the attachment noted below as an update. <br /> Attachment 4f— Carrboro Economic Development Update <br />
