1 <br /> ORD-2020-002 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 21, 2020 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Ratification of Contract Signature Authority and Approval of Budget Amendment <br /> #4-13 for the Solid Waste Administration Building <br /> DEPARTMENT: County Manager's Office; Asset <br /> Management Services, Solid <br /> Waste Operations <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Bonnie Hammersley, 919.245.2306 <br /> Travis Myren, 919.245.2308 <br /> Steven Arndt, 919.245.2658 <br /> Robert Williams, 919.968.2788 <br /> Angel Barnes, 919.245.2628 <br /> PURPOSE: To ratify the County Manager's signature on the executed contract with Sasser <br /> Companies, Inc. in the amount of $281,324, and budget contingency of $28,132, and approve <br /> Budget Amendment #4-13 the Solid Waste Administration Building. <br /> BACKGROUND: In December 2019, air quality testing was performed within the Solid Waste <br /> Administration Building. The initial testing reflected toxigenic fungal growth within the large <br /> training/meeting room. The room was immediately closed and contained to avoid the spread of <br /> organic fungal growth throughout the facility. Additional air quality testing and building <br /> assessment work was completed and found additional roof leaks throughout the facility. The <br /> additional air and surface sampling reflected that no other areas were contaminated with organic <br /> growth. However, the conditions currently are optimal for fungal growth until all water intrusion <br /> issues are addressed. <br /> The largest concerns from the findings were the elevated count of toxigenic Chaetomium found <br /> in the indoor air. The elevated amount of toxigenic fungi identified throughout the targeted area <br /> indicates that the indoor environment was optimum for fungal growth and that fungal spores <br /> have likely begun to colonize throughout the large training room. In order to return the building <br /> to a normal fungal ecology and normal moisture levels, all water-related issues must be <br /> identified and repaired before any remediation cleaning begins. This includes, but not limited to, <br /> HVAC issues, foundation leaks, roof and/or veneer leaks and any related plumbing. The main <br /> source identified during the assessments has been the roofing system. <br /> This Budget Amendment #4-13 provides for the above mentioned scope of work, estimated at <br /> $281,324, and contingency funding of $28,132, and will be included as part of the upcoming <br /> Spring 2020 financing package. The associated debt service will be paid from the Solid Waste <br /> Enterprise Fund beginning in FY 2020-21. <br />
