8 <br /> 1 VFW Post 9100 has ventured out to embrace community providers, law enforcement, fire, <br /> 2 EMS, teachers, etc., and recognize selected individuals who have served with dedication and <br /> 3 selflessness to those in need of help. The Orange County Emergency Services Department <br /> 4 nominated Sarah Pickhardt, Emergency Management Planner, for her dedication, untiring <br /> 5 service and willingness to go wherever she is called, regardless of the mission or location. <br /> 6 Captain Buck Simmons, former United States Marine Corps pilot, will be present at the meeting <br /> 7 on behalf of Post 9100. Captain Simmons flew 920 combat missions in Viet Nam and received <br /> 8 multiple medals and awards during his service. His proudest accomplishment was in the <br /> 9 "number of Marines" he was able to keep alive. <br /> 10 <br /> 11 On behalf of the VFW, Post 9100 will recognize Sarah Pickhardt for her exemplary service to <br /> 12 the residents and visitors of Orange County, and throughout the State of North Carolina with a <br /> 13 framed citation in honor of Ms. Pickhardt's contributions and with a one hundred dollar ($100) <br /> 14 donation to the organization of her choice. <br /> 15 <br /> 16 Captain Simmons said the VFW likes to be involved in its communities, and to recognize <br /> 17 those who give back to the community. He shared a story of a military service experience that <br /> 18 he said opened his eyes to all that those in emergency services do for others. He presented a <br /> 19 plaque to Sarah Pickhardt in thanks for all that she does. <br /> 20 Kirby Saunders read a citation acknowledging the excellent efforts made by Sarah <br /> 21 Pickhardt in her line of work. He presented her with the citation, as well as some coins. <br /> 22 The Board hosted and expressed their appreciation to the Veterans of Foreign Wars <br /> 23 Post 9100 for extending their outreach to recognize individuals who have a positive impact on <br /> 24 the community, and join with Post 9100 in recognizing and congratulating Sarah Pickhardt for <br /> 25 receiving this honor. <br /> 26 <br /> 27 f. Presentation of Comprehensive Annual Financial Report for FYE 6/30/2019 <br /> 28 The Board received the Comprehensive Annual Financial Report (CAFR) for the fiscal <br /> 29 year ended June 30, 2019. <br /> 30 <br /> 31 BACKGROUND: The CAFR reports on all financial activity of the County for the fiscal year July <br /> 32 1, 2018 through June 30, 2019. Mauldin and Jenkins, a firm of Certified Public Accountants, <br /> 33 audited the financial statements. The financial statements and audit are required by Chapter <br /> 34 159-34 of the North Carolina General Statutes. The County prepares a Comprehensive Annual <br /> 35 Financial Report (CAFR) that meets the standards set by the Government Finance Officers <br /> 36 Association (GFOA). The CAFR is submitted to the GFOA in order to be awarded the <br /> 37 Certificate of Achievement for Excellence in Financial Reporting. The financial report for the <br /> 38 Orange <br /> 39 County SportsPlex, as required under the management contract, is included in the County's <br /> 40 CAFR. <br /> 41 <br /> 42 The County received an unmodified (clean) audit opinion on the financial statements received <br /> 43 from the audit.
