7 <br /> 1 WHEREAS, Ms. Jacobs served as the executive Director and legal counsel for the Association <br /> 2 for 15 years, leading the organization through many significant milestones and built the <br /> 3 Association into a professionally-staffed organization increasing its capacity to meet the <br /> 4 Association's mission to conserve and protect the natural, cultural and historical resources of <br /> 5 the Eno River basin; and <br /> 6 <br /> 7 WHEREAS, in her time at the Association, 1,664 acres of land were conserved, with the <br /> 8 majority being transferred to public ownership (Eno River State Park, etc.); and <br /> 9 <br /> 10 WHEREAS, during this time, Ms. Jacobs and the Association collaborated with Orange County <br /> 11 on many land conservation projects, including the purchase of four properties for future parks <br /> 12 and/or natural areas with amenities for public enjoyment, three conservation easements that <br /> 13 protect significant natural areas, and five conservation easements that protect prime farmland; <br /> 14 and <br /> 15 <br /> 16 WHEREAS, Ms. Jacobs was a tireless advocate for local and regional open space conservation <br /> 17 and the protection of natural resources across local government boundaries, and will be greatly <br /> 18 missed by Orange County in this capacity; <br /> 19 <br /> 20 NOW, THEREFORE, BE IT PROCLAIMED that the Orange County Board of Commissioners <br /> 21 expresses its deep appreciation, gratitude and respect for the guidance, actions and assistance <br /> 22 provided by Robin Jacobs and her leadership of the Eno River Association, and that the Board <br /> 23 wishes her well in her retirement. <br /> 24 <br /> 25 This the 101" day of December, 2019. <br /> 26 <br /> 27 A motion was made by Commissioner Marcoplos, seconded by Commissioner Price for <br /> 28 the Board to approve and authorize the Chair to sign the attached proclamation recognizing and <br /> 29 expressing appreciation to Robin Jacobs for her work with the Eno River Association. <br /> 30 <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 Robin Jacobs said thank you for this incredible honor. She thanked the Board for its <br /> 34 partnership with the ERA, and said she is going to stay on the ERA land stewardship <br /> 35 committee. She said she has been coming since 2004 to bring ERA calendars to the BOCC. <br /> 36 Commissioner Price thanked her for all of her hard work. <br /> 37 <br /> 38 e. Recognition of Emergency Services Planner Sarah Pickhardt by the Veterans of <br /> 39 Foreign Wars - Post 9100 <br /> 40 The Board will host and join with the Veterans of Foreign Wars - Post 9100 in honoring <br /> 41 Emergency Management Planner Sarah Pickhardt with a certificate of recognition for her <br /> 42 dedication and service to Orange County and the residents of North Carolina. <br /> 43 Dinah Jeffries, Emergency Services Director, introduced Captain Buck Simmons, and <br /> 44 reviewed the information below: <br /> 45 <br /> 46 BACKGROUND: The mission statement of the Veterans of Foreign Wars (VFW) is "To foster <br /> 47 camaraderie among United States veterans of overseas conflicts.
