20 <br /> 1 Commissioner Dorosin asked if Nancy Coston could explain how staff will work with <br /> 2 people to regain custody of their children. <br /> 3 Nancy Coston said her department has already put in a contract of limited amount of <br /> 4 money to have counselors come to the DSS office, or wherever, to work with families. She said <br /> 5 some people need specialized counselors, and the goal is to show the court that families have <br /> 6 access to an avenue in order to improve. She said some work is also being done with older <br /> 7 youth to prepare them for independent living. <br /> 8 <br /> 9 A motion was made by Commissioner Bedford, seconded by Commissioner Greene, for <br /> 10 the Board to approve: <br /> 11 <br /> 12 1) Budget Amendment#3-A for the receipt of the $40,000 Emergency Solutions Grant; <br /> 13 2) the creation of a 1.0 FTE time-limited position at DSS to provide assessment and case <br /> 14 management for homeless persons with mental health needs; and <br /> 15 3) allocating $28,737 from MOE funds to pay for the position costs and $25,000 from MOE <br /> 16 funds to purchase mental health services for families involved in protective services. <br /> 17 <br /> 18 VOTE: UNANIMOUS <br /> 19 <br /> 20 7. Consent Agenda <br /> 24 <br /> 25 • Removal of Any Items from Consent Agenda <br /> 26 • Approval of Remaining Consent Agenda <br /> 27 <br /> 28 A motion was made by Commissioner Dorosin, seconded by Commissioner McKee, to <br /> 29 approve the Consent Agenda. <br /> 30 <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 Discussion and Approval of the Items Removed from the Consent Agenda <br /> 34 <br /> 35 a. Minutes <br /> 36 The Board approved the minutes from November 7 and 14, 2019 as submitted by the Clerk to <br /> 37 the Board. <br /> 38 b. Motor Vehicle Property Tax Releases/Refunds <br /> 39 The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> 40 property tax values for five taxpayers with a total of five bills that will result in a reduction of <br /> 41 revenue in accordance with NCGS. <br /> 42 c. Property Tax Releases/Refunds <br /> 43 The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> 44 values for thirteen taxpayers with a total of twenty-two bills that will result in a reduction of <br /> 45 revenue in accordance with North Carolina General Statute 105-381. <br /> 46 d. Applications for Property Tax Exemption/Exclusion <br /> 47 The Board considered six untimely applications for exemption/exclusion from ad valorem <br /> 48 taxation for six bills for the 2019 tax year. <br /> 49 e. Resolution to Accompany the North Carolina Department of Commerce's Building <br /> 50 Reuse Grant Incentive Application for ABB, Inc. <br />
