Notification of the training burn would be <br /> provided in advance to the public and nearby residents <br /> FINANCIAL IMPACT: There is no cost to declare the structure as surplus and/or make it <br /> available to the New Hope VFD. Orange County would cover fees for debris removal after the <br /> burn, which should not exceed $7,500, and can be drawn from remaining park construction <br /> funds. The surplus and burn option provides a substantial reduction in demolition and removal <br /> costs for the County. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> • RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY <br /> Assess and where possible mitigate adverse impacts created to the natural resources of <br /> the site and adjoining area. Minimize production of greenhouse gases. <br /> The proposed action will reduce amount of debris to be landfilled, reduce impervious surface <br /> within the floodplain, and provide more area for open space and park purposes. <br /> RECOMMENDATION(S): The Manager recommends that the Board declare the structure <br /> identified herein at 686 Erwin Road within Hollow Rock Nature Park as surplus property, and <br /> authorize the Chair and the Clerk to sign the release to New Hope Volunteer Fire Department, <br /> subject to final review by staff and County Attorney, with the live burn training expected to occur <br /> on or about February 2020. <br />
