BAS, LUCA, New Construction, and PSAP work directly with local governments <br /> 13 or their designated liaisons. <br /> 14 But all the preparation is wasted if there is poor participation in the Census. <br /> 15 Census Bureau reached out to Local Governments to form CCCs. <br /> 16 Challenges: <br /> 17 Digital Divide <br /> 18 Hard To Count Communities <br /> 19 Inadequate and late funding <br /> 20 The Postcard vs. Paper Form <br /> 21 Marketing <br /> 22 In the 2020 Census, about 95 percent of housing units will receive their census invitations in the <br /> 23 mail. The U.S. Census Bureau will send up to five mailings to encourage you to respond online, <br /> 24 by mail, or by phone. In Orange County, almost everyone will first receive a letter asking you to <br /> 25 go online to complete the census questionnaire. One census tract in Chapel Hill has been <br /> 26 identified as an area less likely to respond online, so they will receive a paper questionnaire <br /> 27 along with their first invitation. <br /> 28 <br /> 29 Chair Rich asked if it the person will be is easily identifiable as a census taker. <br /> 30 Todd McGee said 5 mailings will be sent before a person will show up. He said the goal <br /> 31 is to keep census takers out of Orange County. <br /> 32 <br /> 33 This will include information about how to respond online or by phone. <br /> 34 <br /> 35 Complete Count Committees in N.C.
