Orange County Complete Count Committee for the 2020 Census <br /> 2 The Board received a report on the 2020 Census and the Orange County Complete <br /> 3 Count Committee. <br /> 4 BACKGROUND: At its May 21, 2019 meeting, the Board of Commissioners approved the <br /> 5 creation of an Orange County Complete Count Committee (CCC) to develop and implement a <br /> 6 2020 Census awareness campaign to encourage residents to respond. Board Vice-Chair <br /> 7 Renee Price was appointed to lead the Committee, with Community Relations Director Todd <br /> 8 McGee as staff liaison. <br /> 9 <br /> 10 The Committee is a group of community volunteers, local government elected officials and staff <br /> 11 dedicated to increasing awareness and motivating residents to respond to the 2020 Census. <br /> 12 The Committee held its first meeting in July and has been meeting regularly since. The <br /> 13 committee is comprised of 56 members representing 28 community organizations and local <br /> 14 governments. With increased awareness of the Census, more members are added to the CCC. <br /> 15 The CCC will work with community partners to focus on hard-to-count communities, including <br /> 16 people of color, non-English speaking communities, low-income families, people who live in <br /> 17 non-traditional housing and the refugee populations within the County. An accurate count of <br /> 18 these populations will ensure that all available federal resources will be provided to support <br /> 19 these communities. <br /> 20 <br /> 21 Committee members represent a broad spectrum of government and community leaders from <br /> 22 business, non-profits, faith-based groups, and other community organizations. The Committee <br /> 23 has created a page on the Orange County website (www.orangecountync.gov/2020census) to <br /> 24 house information and materials, including links to resources for the public to use to help <br /> 25 promote awareness. <br /> 26 <br /> 27 The Committee has created several subcommittees to focus on specific areas: <br /> 28 • Be Counted Sites: libraries, community centers, senior centers <br /> 29 • Publicity and Marketing: Public Information Officers for the County and Towns <br /> 30 • Hard to Count Non-English speaking: Chinese School, El Centro <br /> 31 • Hard To Count Non-governmental Organizations (NGOs) with Clients: Department <br /> 32 of Social Services, Department of Health <br /> 33 • Housing: County, Town, Habitat for Humanity, EmPOWERment, <br /> 34 • Community Outreach: National Association for the Advancement of Colored People <br /> 35 (NAACP), churches, faith assemblies <br /> 36 • Business Community: Chambers of Commerce <br /> 37 • Schools: Orange County Schools, Chapel Hill-Carrboro City Schools <br /> 38 • Colleges/Universities: Durham Technical Community College, UNC-Chapel Hill <br /> 39 offcampus <br /> 40 • Planning/GIS/Information Technology Support: Planning and Technology <br /> 41 Department Staffs <br /> 42 • Elected Officials: Serving as Ambassadors <br /> 43 <br /> 44 Among the Strategies that the Committee plans to use are: <br /> 45 • Videos, Facebook, other social media outlets <br /> 46 • News online and in print <br /> 47 • Public Service Announcements on the radio, in buses <br /> 48 • Posters in local government facilities, medical clinics and businesses <br /> 49 • Get out the Count events <br /> 50 • Tabling at events <br />
