1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 BUSINESS MEETING <br /> 6 December 2, 2019 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in a Business Meeting on Monday, <br /> 10 December 2, 2019 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Jamezetta <br /> 13 Bedford, Mark Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price <br /> 14 COUNTY COMMISSIONERS ABSENT: None <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below.) <br /> 19 <br /> 20 Chair Rich called the meeting to order at 7:01 p.m. <br /> 21 Chair Rich said Commissioner Greene is running late, due to traffic. <br /> 22 John Roberts said the Board of County Commissioners (BOCC) could switch up the <br /> 23 agenda to give Commissioner Greene more time. <br /> 24 <br /> 25 A motion was made by Commissioner McKee, seconded by Commissioner Bedford, <br /> 26 to move forward in the agenda and come back to the Board Organization portion after <br /> 27 Commissioner Greene arrives. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 1. Additions or Changes to the Agenda <br /> 32 <br /> 33 Chair Rich noted the following items at the Commissioners' places: <br /> 34 - PowerPoint for Item 4-a <br /> 35 <br /> 36 PUBLIC CHARGE <br /> 37 Chair Rich acknowledged the public charge. <br /> 38 <br /> 39 Arts Moment <br /> 40 Doris Friend, Arts Commission Board Member, introduced Pam Baggett: <br /> 41 Pam Baggett is the author of Wild Horses, described by Terri Kirby Erickson as "a barebacked, <br /> 42 buck-naked ride on the slick haunches of fate (to the tune of Riders on the Storm) all the way <br /> 43 from the mystical land of sex, drugs, and rock & roll to the bedside of a dying friend." She is a <br /> 44 recipient of an Ella Fountain Pratt Emerging Artists Grant from the Durham Arts Council, two <br /> 45 Artist Project Grants from the Orange County Arts Commission, and a 2019-20 Artist <br /> 46 Fellowship from the North Carolina Arts Council. She co-hosts the Second Sunday Poetry <br /> 47 Reading Series at Flyleaf Books in Chapel Hill, and hosts readings and teaches free writing <br /> 48 workshops at the Orange County Main Library in Hillsborough. New poems are forthcoming in <br /> 49 Cider Press Review, Kakalak, Plainsongs, and Tar River Poetry. When she isn't writing, Pam is <br /> 50 outdoors, hiking trails along the Eno River or exploring her own back-forty. <br />
