NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courkhouse,. 106 E. Margaret Lane, Hillsborough, North Carolina, <br />on Tuesday, May 29, 2001, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for ar against the following items: <br />A. COMPREHENSIVE PLAN TEXT AMENDMENTS <br />1. Identification of Potential School Sites <br />The Orange County Subdivision Regulations contain a provision for the <br />reservation of potential public school sites; however, the provision has <br />never been utilized. Over the last few years the acreage consumed by <br />subdivisions and the number of lots being created has prompted a <br />reassessment of the need to identify potential school sites. For this <br />provision to be effective, potential school sites must first be designated <br />in the adopted Comprehensive Plan. A notification of property owners, <br />including an explanation of the amendment to the Comprehensive Plan <br />and how it affects subject properties, will be included in property owner <br />notification letter. This subdivision regulation for reservation of school <br />sites has been in effect since 1980. <br />Purpose: To receive public comment on a map and listing of potential <br />elementary, middle, and high school sites for inclusion in the Land Use <br />Element of the Orange County Comprehensive Plan. <br />B. ORANGE COUNTY ZONING TEXT AMENDMENTS <br />1. Establish a Bed and BreakfastlCountry Inn use in the Permitted Use <br />Table and create all associated criteria (approval procedures, <br />performance standards, parking, etc). <br />Purpose: The zoning ordinance does not have a land use catogory for <br />bed and breakfast establishments. Traditionally, the county has only <br />considered bed and breakfast operations as part of the Historic Sites <br />Non-Residential Reuse/Mixed Use category. Restricting bed and <br />breakfast operations to historic sites excludes all other properties that <br />may be otherwise suitable for this type of land use. <br />2. Amend all references to Best Management Practices (BMP) to be <br />consistent with the Orange County Stormwater program for Lands <br />within the Neuse River Basin <br />Pu rpose: To provide consistency in both the terms and regulatory <br />requirements for both the Stormwater Ordinance and Zoning Ordinance. <br />
