Davis, Planner III, Ext. 2580 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To amend the Richmond Hills Preliminary Plan to allow for platting in accordance <br />with CDBG grant funding and to allow for platting of the majority of the open space in Phase I. <br />BACKGROUND: The Richmond Hills Subdivision received preliminary approval at the August <br />15, 2000 BOCC meeting. Concurrently with the approval process, and also after approval was <br />granted by the BOCC, Habitat for Humanity pursued funding from various sources. Funding <br />has been granted but has come with conditions regarding the number homes to be built. This <br />is affecting the platting of the properly in phases as was originally shown on the preliminary <br />plan. There was no way to determine during the approval process how the phasing would be <br />best accomplished given the uncertainty of funding. The phasing lines were best guesses with <br />regard to build out and funding of the entire project. <br />The Orange County subdivision regulations require that final plats be recorded in accordance <br />with the preliminary phasing lines. Additionally, condition number F(4) in the Resolution of <br />Approval reiterated this ordinance requirement. We now know what Habitat needs to do with <br />regard to the phasing of the project. This request is to allow shifting the phasing lines to <br />accommodate grant requirements with regard to the number of lots being recorded and also to <br />allow the County to receive the open space dedication along McGowen Creek. The. McGowen <br />Creek land dedication was shown in Phase III on the original preliminary plan. <br />FINANCIAL IMPACT: No fiscal impact is associated with this action. <br />RECOMMENDATION: Administration recommends approval of amending condition <br />number F(4) to allow shifting the phasing lines for the subdivision. <br />
