3. legislative agenda generally—including fighting dogs under the fighting dogs <br /> legislative action—see Legislative Agenda Items—what has already gone to the North <br /> Carolina Association of County Commissioners (might actually have been added to the <br /> agenda already) (what ASAB has accomplished is moving the legislative agenda forward) <br /> Board approved the draft document subject to Bob's revisions in accord with our <br /> discussion and Maureane and Molly's subsequent review <br /> Pat Sanford Animal Welfare Award <br /> Evelyn Daniel: described review process by review subcommittee <br /> Review subcommittee selected Hope Rescue, which looks at older animals that cannot <br /> be placed and would be euthanized if left in another facility; asked for funds to do <br /> dental work (the group pulls from facilities around the Triangle, but the award would be <br /> used on animals that have been pulled from OC Animal Services) <br /> Subcommittee unanimous <br /> ASAB voted to support the award selection <br /> Old business: <br /> • Unified Animal Ordinance Amendment accepted—went into effect Nov. 15 (FAQ out; <br /> orientation has been held for all of our staff; specific orientation held for ACOs) <br /> • Evaluation of Owner-Surrendered Animals: Per last meeting, Bob talked to County <br /> Manager (Bonnie Hammersley) about whether it was okay to make the Animal Services <br /> Director the last point of appeal; she supported it. <br /> o Andi told us how things were going with the form thus far <br /> o Maureane suggested that we get another report in 6 mos <br /> • Legislative Agenda items—Placed all of our NC Dangerous Dog law proposed agenda <br /> items in one sheet—includes § 67-4.1, which has already been added to County's <br /> legislative agenda; and §§ 67-4.5 and 67-4.2 <br /> o Bob explained the process by which the legislative agenda is adopted <br /> o Ed had concerns about the language of 67-4.5; that it would not function as we <br /> wanted <br /> o Looked at Bob's original draft language—"Provisions for review and revocation <br /> of declaration of a dog as potentially dangerous" <br /> o Evelyn suggested that we expand on "Provisions for review and revocation of <br /> declaration of a dog as potentially dangerous" language so that people would <br /> understand the purpose of the proposed change <br /> o ASAB approved the § 67-4.1 and § 67.4-2 as is; the expanded original version of § <br /> 67-4.5 subject to the addition of an elaborative sentence—to carry this forward <br /> to manager's office for consideration by the BOCC as part of the county's next <br /> legislative agenda <br /> Meeting called 7:35 p.m. <br />
