Funds are included in the 2000-2001 CIP to replace one (1) of <br />the two skid steer loaders currently utilized. The loader proposed for replacement is a 1986 <br />Case loader, with approximately 4,050 hours. Although this loader is used primarily as a back- <br />up unit, its deteriorated condition causes it to be unreliable and repair and maintenance costs <br />are high. The 1997 Bobcat loader, with approximately 1,343 hours, would become the back-up <br />unit. <br />Under certain circumstances, North Carolina General Statute 143-129 allows local governments <br />to make purchases without a separate bidding procedure. This type of acquisition can be made <br />from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the <br />federal government or any federal agency; (2) the state of North Carolina or any agency or <br />political subdivision of the state; or (3) any other state or agency or political subdivision of that <br />state, if the contractor is willing to extend the same or more favorable price and other terms to <br />the local government. This process is called "piggy-backing" a bid. <br />Staff proposes to "piggy back" on the State of North Carolina Purchase and Contract bid <br />number 001318 that was awarded to Briggs Equipment of Greensboro, North Carolina on <br />August 24, 2000 for a Case Model 11345C. Cost of the loader is $24,052.00. Pursuant to the <br />statute, Orange County advertised its intentions ten (10) days before this meeting. <br />
