3 <br /> 3 . Conduct or support research on possible location and significance of Grayfields , site of the first <br /> County of Orange court — in preparation for the upcoming 250th anniversary of the County <br /> (2002 ) . <br /> Regarding the proposed Parks and open Space Bond in November , as projects are developed for <br /> this bond , they will be added to the final version of this Annual Action Plan . <br /> Shaw noted that input from the HPC to develop the Lands Legacy action plan for FY 2002 -03 could <br /> be in the form of specific projects or general guidance . These recommendations should be <br /> finalized and adopted at the HPC ' s October meeting . Last year the HPC recommended that the <br /> County work with the owners of the Chatwood and Faucette Mill historic sites to protect the <br /> combination of cultural and natural features on those properties . Staff has initiated some actions <br /> along those lines even though they were not included as specific projects in the 2001 - 02 plan . The <br /> HPC also recommended preserving historic and archaeological sites through parkland acquisition , <br /> whenever possible . <br /> Shaw pointed out key points for the HPC to consider in planning for 2002 - 03 : <br /> • November 2001 bond package for Parks , Recreation and Open Space Bond would provide up <br /> to $ 7 million for the County to acquire priority lands with natural and or cultural resource <br /> significance through the Lands Legacy program . <br /> • The BOCC has pledged to obtain $ 3 million in " private placement" funds for purchase of <br /> conservation easements on properties not suitable for public access . <br /> Possible recommendations to consider were identified as . <br /> 1 . Continue efforts to accomplish preservation of cultural and archaeological sites associated with <br /> parkland acquisitions . <br /> 2 . Identify the protection of Faucette Mill historic sites as specific project on the priority list of <br /> projects to be pursued in 2002 - 03 . <br /> 3 . Identify the protection of the Smith - Cole house as a specific project priority . <br /> 4 . Protection for the Halls Mill property ( documentation of the main house ) and dam <br /> 5 . Establishing a fund or budget line item within the Lands Legacy program to cover the costs <br /> associated with preparing a preservation plan for historic structures on acquisition sites , <br /> including maintenance . <br /> 6 . Set up a framework in the Lands Legacy program for the HPC to prepare comments about the <br /> use/significance of historic structures on acquisition sites . <br /> Members discussed the importance of stewardship responsibilities for acquired cultural resources <br /> and strategies of getting decision making groups to recognize those responsibilities including ideas <br /> about importance of heritage trees regarding clear cutting for school sites , restoration and reuse <br /> instead of demolition , and getting funding for protection of those properties . HPC members also <br /> expressed a desire to formally visit sites as a group . <br /> Moon asked HPC members to review the information regarding the Lands Legacy Action Plan for <br /> 2002 -2003 and to come to the October meeting prepared to discuss any sites they wish to <br /> recommend for inclusion in the plan and adopt their recommendations at the October meeting . <br /> AGENDA ITEM # 6 : ITEMS FOR DISCUSSION <br /> a . Heritage/Scenic Corridor program ( revised map at meeting ) <br /> Moon showed the HPC a new map reflecting the group ' s most recent effort capture a more precise <br /> depiction of potential viewsheds suitable for easements for the pilot heritage/scenic corridor . Moon <br /> noted the importance of creating a map that would illustrate the overall corridor concept so that the <br /> community can make an educated decision on whether or not they wish to pursue the program . <br /> Price asked about ways to better integrate the Native American community into the corridor program . <br /> Moon referenced Tom Magnuson and the Indian Trading path organization as a possible partner in <br /> the project . Price offered to contact John Jeffries for information . Underwood asked about a possible <br /> link to Stagville in Durham County .
