Office of Emergency Medical Services (OEMS) means a section <br /> of the Division of Facility Services of the North Carolina <br /> Department of Health and Human Services . <br /> Operational Protocols means the official written <br /> administrative policies and procedures of the Orange County <br /> EMS System, as amended, that provide guidance for the day- <br /> to-day operation of the EMS System. <br /> Owner means any Person or entity- that owns an Ambulance or <br /> other EMS Services Vehicle and provides EMS Services <br /> covered by this Franchise. <br /> Patient means an individual who is sick, injured, wounded <br /> or otherwise incapacitated or helpless such that the need <br /> for some medical assistance might be anticipated while <br /> being transported to or from a medical facility. <br /> Person means any individual, firm, partnership, <br /> association, corporation, company, group of individuals <br /> acting together for a common purpose, or organization of <br /> any kind, including any governmental agency other than the <br /> United States. <br /> Physician means a medical or osteopathic doctor licensed by <br /> the North Carolina Medical Board to practice medicine in <br /> the North Carolina. <br /> Practice Settings means the areas of practice for the <br /> credentialed personnel that provide EMS Services pursuant <br /> to this Franchise as provided for by Law at the location of <br /> a physiological or psychological illness .or .injury <br /> including transportation to an appropriate treatment <br /> facility if required; at public or community health <br /> facilities in conjunction with public and community health <br /> initiatives, in hospitals and clinics; in residences, <br /> facilities, or other locations as part of wellness or <br /> injury prevention initiatives within the community and the <br /> public health system; and/or at mass gatherings or special <br /> events. <br /> Primary Ambulance Provider means the system of personnel, <br /> EMS Transport System Vehicles and equipment normally <br /> dispatched on a first call response. <br /> Rescue Service means the system of personnel, EMS System <br /> Vehicles clearly marked and identified to the public by <br /> 6 <br />
