02 <br /> Page 2 of 3 <br /> 1 . Reconsideration of Designation Criteria <br /> VOTE : Unanimous . <br /> AGENDA ITEM #60 ITEMS FOR DISCUSSION <br /> a . Local Landmark Program <br /> Moon reviewed the background information including the " Preserving the Orange Tradition : A Landmark <br /> Designation Program for Orange County " that was previously adopted by the BOCC and enacted the <br /> local landmark program . While the program was adopted , it appears that the " Design Guideline" portion <br /> was extracted from the Secretary of Interior' s Standards for Rehabilitation , as a placeholder of what was to <br /> come . Apparently the HPC thought there should be more specific guidelines . A graduate student <br /> prepared another guideline document , but the HPC felt it was a little too inclusive and a little too dense for <br /> the public to be comfortable with . The HPC reviewed guidelines from several other jurisdictions and felt <br /> that the Wake County document was close to their vision , and would be suitable with a little tweaking . . An <br /> evaluation sheet was approved to provide criteria when considering suitable sites for local landmark <br /> designation . The HPC also discussed ways to make the program more inclusive so that more people <br /> could enjoy the tax benefit. Moon suggested that the HPC look at the program to see if anything is <br /> missing and resolve the guideline dilemma . Cooper suggested doing a test case exercise . The different <br /> issues surrounding test cases for the LLD were discussed . Moon reported that the Dr . Arch Jordan <br /> house might be a coming up again to participate in the program and that the urgency to get the guidelines <br /> finalized is upon us . <br /> 2 . Design Guidelines <br /> The HPC reviewed the Wake County Guidelines again and began to work on specific changes to make <br /> the document more suitable for Orange County , The group agreed that one page for each design item <br /> was preferable to having two or more pages . Other issues were discussed including , looking at the whole <br /> picture , the impact of outbuildings , paint colors , historical vs . practical use , sensitivity components , <br /> making the guidelines encouraging to possible participants , and a possible future joint meeting with the <br /> APB regarding rural sites . The Nicholas Corbett Hester House was discussed as a good candidate for <br /> LLD program and one , which illustrates some potential snags in restrictive guidelines . Other discussion <br /> topics included : defining the building complex , certificates of appropriateness , the county ' s building permit <br /> program and related notification when LLD ' s are affected by additions or changes . The HPC decided to <br /> work on the guidelines and bring them back for a more in -depth discussion at the next meeting . <br /> b . May 2 " d Joint Meeting with Planning Board and Agricultural Preservation Board <br /> Moon reported that the joint meeting agenda would be mailed the following day and the location would be <br /> the Emergency Management Building 1314 New Hope Church Road , and promised to include a map . <br /> General project overviews for the different boards , heritage/scenic corridor, lands legacy long term <br /> priorities and a planning related item . <br /> c . Membership <br /> 1 . Appreciation <br /> The HPC discussed the importance of Jean Anderson ' s and Tom Allison ' s work and dedication to the <br /> commission . Several options were discussed regarding gifts and gathering . <br /> MOTION : Connor motioned for a Resolution of Appreciation from the Board of County <br /> Commissioners to be presented to Allison and Anderson as well as the appreciation gift. <br /> Seconded by Cooper. <br /> Members agreed to attend the BOCC meeting when the official Resolution of Appreciation would be <br /> presented and follow- up with a dinner affair.
