22 <br /> Section 3 .3 Preparation of Designation Report <br /> Amended 6/7/93 <br /> The Historic Preservation Commission shall, within 3 0 - days of the receipt of an <br /> application, make or cause to be made an investigation and report on the historic , architectural , <br /> archaeological or cultural significance of the building, structure, site, area or object proposed for <br /> designation . The 30 - day period may be extended with the consent of the applicant . Such report <br /> shall consist of a concise statement of exactly what is being proposed for designation and shall <br /> include , but not be limited to , the following : <br /> 1 . The name and address of the current property owner . <br /> 2 . A map showing the location of the property, including any buildings and appurtenant <br /> features . <br /> 3 . Photographs that clearly depict the building , structure, site , area or object proposed for <br /> designation, including facades , details , and siting . Where outbuildings are proposed for <br /> designation, they shall be described, photographed, and mapped as well . <br /> 4 . An assessment of the significance of the site and/or structure in terms of its historical , <br /> prehistorical, architectural, or cultural importance . The assessment should include an <br /> architectural or archaeological description and a historical discussion of the site and/or <br /> structure , including the date of construction and any later alterations . Where land is <br /> included in the proposed designation, the report shall clearly justify its inclusion . <br /> Section 3 . 4 Initial Consideration of Designation Report by Commission <br /> The Planning and Inspection Department shall submit the application for historic <br /> landmark designation and accompanying designation report to the Commission at the first <br /> regular meeting after the expiration of the 30 -day period specified in Section 3 . 3 or any extension <br /> thereof. <br /> Prior to the meeting of the Commission at which the application and report will be <br /> considered, written notice shall be sent by certified mail to the affected property owner and all <br /> adjacent owners not less than seven (7) days before the meeting date . Adjacent property owners <br /> are those whose names and addresses are currently listed in the Orange County tax records and <br /> whose property lies within 500 feet of the affected property . <br /> At the meeting, the Commission may accept the designation report, accept it with <br /> amendments, reject it or recommend it for further study . No property shall be accepted for <br /> designation as a landmark unless it is deemed and found by the Commission to be of special <br /> significance in terms of its historical , prehistorical , architectural , or cultural importance , and to <br /> possess integrity of design, setting, workmanship , materials , feeling , and/or association . <br /> If the report is accepted or accepted with amendments , the Commission shall forward a <br /> copy to the N . C . Department of Cultural Resources in accordance with the provisions of Section <br /> 3 . 5 below. <br /> B - 8 <br />
