owners not less than seven (7) days before the meeting date . Property owners are those whose <br /> names and addresses are currently listed in the Orange County tax records . <br /> At the meeting , the Commission may accept the designation report, accept it with <br /> amendments , reject it or recommend it for further study . No historic district shall be accepted for <br /> designation unless it is deemed to be of special significance in terms of its historical , <br /> prehistorical , architectural or cultural importance . Such district must also possess integrity of <br /> design, setting, workmanship , materials , feeling and/or association . <br /> If the report is accepted or accepted with amendments , the Commission shall forward a <br /> copy to the N . C . Department of Cultural Resources and the Planning Board in accordance with <br /> the provisions of Sections 2 . 4 and 2 . 5 below. <br /> Section 2 . 4 Review by the N. C . Department of Cultural Resources <br /> The N . C . Department of Cultural Resources , acting through the State Historic <br /> Preservation Officer or his or her designee , shall have made an analysis of and recommendations <br /> concerning such report and description of proposed boundaries . Failure of the Department to <br /> submit its written analysis and recommendations to the Commission within thirty (30) calendar <br /> days after a written request for such analysis has been received by the N . C . Department of <br /> Cultural Resources shall relieve the Commission and the Board of County Commissioners of any <br /> responsibility for awaiting such analysis . <br /> Changes in the boundaries of an initial district or proposals for additional districts shall <br /> also be submitted to the N . C . Department of Cultural Resources in accordance with the <br /> provisions this Section. <br /> Section 2 . 5 Review by the Planning Board <br /> With respect to the initial establishment of a historic district, the designation report and <br /> the review comments of the N . C . Department of Cultural Resources shall be referred to the <br /> Planning Board for its review and comment . The Commission may also , in its discretion, refer <br /> the report and the proposed boundaries to any - other interested body for its recommendations . <br /> Failure of the Planning Board to provide its comments to the Commission within forty-five (45 ) <br /> calendar days after a request for such comments has been received by the Planning Board shall <br /> relieve the Commission of any responsibility for awaiting such comments . <br /> Changes in the boundaries of an initial district or proposals for additional districts shall <br /> also be submitted to the Planning Board in accordance with the provisions this Section . <br /> Section 2 . 6 Final Consideration of Designation Report by Commission <br /> Upon receipt of comments from the N . C . Department of Cultural Resources , or the <br /> expiration of the 30 - day period specified in Section 2 . 4 , and the Planning Board, the Commission <br /> may recommend to the Board of County Commissioners that the historic district be designated . <br /> B - 5 <br />
