18 <br /> Section 2 . 1 Inventory Required <br /> As a guide for the identification and evaluation of historic districts, the Commission <br /> ible time and consistent with the resources available to it, undertake an <br /> shall , at the earliest poss <br /> inventory of properties of historical, architectural, prehistorical , and cultural significance within <br /> the unincorporated portions of Orange County . <br /> Following completion of the inventory, the Commission shall submit a copy of the <br /> inventory as expeditiously as possible to the Division of Archives and History . The Commission <br /> shall also notify each property owner of the significance of his/her property and/or the structures <br /> located thereon . The Commission shall also inform the property owner of the procedures for <br /> designation of historic districts . <br /> Section 2 .2 Preparation of Designation Report <br /> Amended <br /> 6/7/93 <br /> If, upon completion of the inventory and the notification of property owners , a property <br /> owner or property owners , the Commission or the Board of Commissioners wishes to <br /> recommend the designation of a historic district or districts , the Historic Preservation <br /> Commission shall make or cause to be made an investigation and report which includes the <br /> following . <br /> 1 . The names and addresses of the current owners of property in the proposed district(s) . <br /> 2 . A map showing the boundaries of the proposed district(s) . <br /> 3 . Photographs that clearly depict the buildings , structures , sites , areas or objects included in <br /> the proposed district(s) . <br /> 4 . An assessment of the significance of the buildings , structures , sites , areas or objects in <br /> , terms of their historical , prehistorical , architectural, or cultural importance . The <br /> assessment should include an architectural or archaeological description, including the <br /> date of construction and any later alterations . <br /> 5 . Proposed amendment to the Zoning Ordinance and Zoning Atlas to establish the historic <br /> district as an overlay zoning district . <br /> 6 . Proposed design review principles and guidelines governing new construction and <br /> exterior changes to buildings , structures , and appurtenant features within the historic <br /> district . <br /> Section 2 .3 Initial Consideration of Designation Report by Commission <br /> Upon completion of the designation report, the Planning and Inspection Department shall <br /> submit its findings to the Commission . Prior to the meeting of the Commission at which the <br /> report will be considered, written notice shall be sent by certified mail to all affected property <br /> B-4 <br />
