Following the joint public hearing (one is <br /> held each quarter of the calendar year) , the HPC will prepare a recommendation on the <br /> proposed ordinance . The Commission may recommend adoption of the ordinance as <br /> proposed, adoption subject to conditions , or denial of the ordinance . The Board of <br /> Commissioners, after receipt of the HPC ' s final recommendation, may adopt, adopt with <br /> conditions , or deny the ordinance . After BOCC adoption, the ordinance is filed with the <br /> Register of Deeds office . A copy is also provided to the Tax Supervisor: <br /> Concurrent National Register Nominations and Local Landmark Designations. For NRSL <br /> properties that are determined to be National Register-eligible, the process is slightly <br /> different . When the Historic Preservation Commission recommends a NR-eligible property <br /> for landmark designation, it will submit the National Register nomination as the designation <br /> report. The HPC will request that a joint public hearing be held on the National Register <br /> nomination and a proposed local designation ordinance . Following the public hearing, the <br /> HPC will forward two recommendations to the Board of Commissioners ; one for the <br /> National Register nomination and another for the local designation ordinance . <br /> For the National Register nomination, the BOCC may approve it, or find that the <br /> nomination does not meet the National Register criteria for listing and state the reasons the <br /> property should not be nominated . The BOCC then forwards the nomination, with its <br /> decision and/or comments , to the State Historic Preservation Office for consideration by the <br /> National Register Advisory Committee . The NRAC makes a recommendation on the <br /> National Register nomination, and forwards it to the National Park Service for a final <br /> if approved, listing on the National Register of Historic Places . <br /> decision and, <br /> The Board of Commissioners may act on the HPC ' s recommendation regarding the <br /> proposed local designation ordinance in the same manner as prescribed above : adopt the <br /> ordinance, adopt the ordinance subject to conditions , or deny the ordinance . <br /> For proposed local landmark designations that are concurrently being nominated to the <br /> National Register, ordinance adoption could occur several months before the property is <br /> officially listed on the National Register. <br /> National Register nominations prepared by private individuals or organizations, apart from <br /> the County ' s historic preservation program, are first submitted to the State Historic <br /> Preservation Office . SHPO then notifies the Board of Commissioners and the Historic <br /> Preservation Commission.
