Landmark evaluation criteria are generally accepted in local government historic <br /> preservation programs . The criteria stem from the basic framework of accepted <br /> preservation ordinances throughout the state and nation. Development of criteria and <br /> prioritizing designation-eligible properties also helps the local government to organize its <br /> preservation program . It is easier to justify the use of public funds for landmark <br /> designations when a clear, defensible standard is applied for site selection . Also , <br /> adherence _ to evaluation criteria can help the local government avoid conflicts when <br /> decisions must be made with limited preservation funds . <br /> Criteria Evaluation and Scoring Method . The HPC has developed a method to " score " <br /> sites based on several criteria of significance . Sites will be evaluated on the basis of <br /> resource type and the age , historic , architectural, and environmental significance , <br /> contributing elements , and integrity . The Historic Sites Scoring Criteria are provided as <br /> Appendix D . Sites will be evaluated in the field using the evaluation form shown in <br /> Appendix E . <br /> Selection Process . The Historic Preservation Commission will use their evaluation <br /> method to rank the quality of sites and formulate a priority list for designation . The list, <br /> which will contain 10 - 15 sites , will be updated annually . <br /> The HPC will invite the top candidates to apply for landmark designation . The owner of <br /> a selected property has the right to decline participation in the designation program, and <br /> these properties would not forfeit their priority ranking . However, the HPC will offer the <br /> opportunity for designation to the next property on the priority list . <br /> will proceed with as many landmark designations as available <br /> Each fiscal year, the HPC <br /> funds allow. : The number of landmarks that can be designated in a fiscal year will be <br /> determined by the type of property identified as a designation priority . For example , a <br /> nomination or research report on a single house or other structure may range from $ 1 , 000 <br /> to $ 2, 500 in cost . A farm complex, with multiple buildings and landscape elements , will <br /> cost more . The Planning Department has requested $ 10 , 000 in FY1997- 98 for the <br /> preparation of nomination and research reports required for landmark designation . <br /> Landmark Designation Report. The Historic Preservation Ordinance ( Section 3 . 3 ) <br /> stipulates the preparation of a designation report as a required step toward landmark <br /> status . Owners of National Register Study List properties that are selected for local <br /> landmark designation, and who agree to participate , will consent to the preparation of a <br /> nomination research report at the County ' s expense . The report will determine if the <br /> property is eligible for the National Register, and, if so , a nomination form will be <br /> prepared . The National Register Nomination Form will be the basis of the HPC ' s local <br /> landmark designation report and recommendation . <br /> If the NRSL site is found to be ineligible for the National Register, then a research report <br /> for local landmark designation will be prepared . The report will meet standards prescribed <br /> by the State Historic Preservation Office . Because the report provides the justification for <br /> the designation ordinance , it must be thorough.
