Furthermore , the deferral can <br /> represent a substantial financial benefit for owners of historic property, who may apply <br /> the savings toward building maintenance and refurbishment. <br /> The property tax deferral can reduce the local tax base . However, designation also <br /> encourages the rehabilitation of historic landmarks , which can increase their value . The . <br /> increased value of the rehabilitated property can offset the tax deferral based on the <br /> property ' s original value . A more detailed analysis of the loss of revenue from the fifty <br /> percent tax deferral is contained in Chapter 4 . <br /> National Register Nominations for Eligible Landmarks . There is another incentive for <br /> owners of National Register Study List properties that have been earmarked for <br /> designation . If the property is determined to be eligible for the National Register of <br /> Historic Places , it will be recommended by the Historic Preservation Commission for <br /> preparation of a National Register nomination at no cost to the owner, pending available <br /> funds . <br /> Historic Marker . A suitable plaque will be provided for each property designated as a <br /> historic landmark (pending available funds) . The marker may be placed on the property <br /> at the owner ' s consent ; otherwise , it may be placed on a nearby public right- of-way . <br /> Properties Eligible for Designation . National Register Sites . At present, there are <br /> eight sites in Orange County ' s jurisdiction listed on the National Register of Historic <br /> Places . (Seven are structures and one is an archeological site . ) The first County- <br /> designated landmarks will be selected from this group of sites.
